The Chinese government, although it has decided to resume its CMEC and other projects in Myanmar, should give attention to proper risk assessments of mega infrastructure investments.

In mid-2019, the AA publicly expressed support for foreign investment in Rakhine state that recognizes local interests and would seem to have nothing to gain by staging direct attacks on CMEC-related infrastructure.

The CMEC will reach from China’s Yunnan Province to Mandalay in central Myanmar and then stretch south to Yangon and west to the Kyaukphyu SEZ in Rakhine State.

These projects were branded the three pillars of the CMEC during Chinese President Xi Jinping’s trip to Myanmar early this year.

CMEC is a major component of Beijing’s grand infrastructure plans for the country under its Belt and Road Initiative (BRI).

A package loan from China to upgrade the railway carriages can be considered as one of the first development project of CMEC.

Chinese Ambassador Hong Liang said the project would support the BRI and CMEC while promoting peace and stability in northern Myanmar.

The project is part of the China-Myanmar Economic Corridor or CMEC, which is itself a component of the BRI.

The government announced in 2012 that it would reassess exactly how much iron ore the Belinga site contains before awarding the concession to a mining company, most likely to be China ’s CMEC, which temporarily secured the rights to the ore in 2007.
