A decade ago, almost as many people crossed between Congo and Rwanda at the Gabiro cemetery as at Grand Barrière.

Kagame issued his warning on Tuesday as he made an appearance at the Rwanda Defence Forces drill dubbed “Exercise Hard Punch III” at Gabiro Combat Training Centre in the Eastern Province, the East African reported on Wednesday.

The retreat follows this year's national leadership retreat last month in Gabiro which adopted a series of resolutions to be implemented by the local government.
