This is mainly pushed by an act of violence Chopper commits in Season 2, causing an Interdictor cruiser, normally used for pulling ships out of hyperspace, to collide with two Arquitens light cruisers.

Additionally, the ship’s combat system and communications equipment were upgraded, and Spruance became one of eight ships to receive the newly-designed laser weapons system, Optical Dazzling Interdictor (ODIN).

While not a like-for-like replacement, the multi-role Tornado interdictor/strike bomber is the successor for the roles previously filled by the Vulcan.
