Preempts

Florida passed a law in 1987 that preempts cities and counties from creating restrictions on guns that go beyond state law, then added civil penalties and fines for local officials who violate that law in 2011.

The governor’s order supersedes and preempts any local order, rule, or emergency order.

But the industry hasn't taken kindly to local authorities asserting jurisdiction, and the COGCC has made clear that state law preempts local law.

However, the Supreme Court upheld an appeals court ruling siding with the merchants association in finding that the state’s Solid Waste Disposal Act preempts the city›s ordinance, and no city ordinance may conflict with a state law.

I guess the issue would be whether the federal government has a "foreign affairs power" which preempts state law.

It also preempts the fact that you'll inevitably lose your mates at a festival.

Several systems include the use of opening bids or other early bids with weak hands including long (usually six to eight card) suits at the 2, 3 or even 4 or 5 levels as preempts.
