Mr Rajoy said he would receive the new president with “understanding and concord”, though added that he would not hesitate to act if the new Catalan government violated the law.

Mr. Rajoy then called a snap regional election, hoping Catalan voters would decisively reject secessionism.

Mr Rajoy, who has steered Spain out of its worst economic crisis in decades, returned to power in 2011 with a promise of economic growth and job creation.
