Here are the three critical RCEP conditionalities recommended by the agriculture sector, and specified in the RCEP ratification, that have not been addressed.

RCEP’s members include the East Asian dragons (China, Japan and South Korea), the countries down under (Australia and New Zealand), and the nine Asean members (with the Philippines, the 10th Asean member, still awaiting Senate ratification of RCEP).

During the Feb. 7 hearing on the newly established Subcommittee on RCEP under the Senate Foreign Relations Committee, the coalition delivered a message to the Senate, a policy-setting and oversight institution.

For the Philippines, RCEP enhances regional trade and provides more comprehensive market access, among other benefits.

The main drivers, he said, are the Regional Comprehensive Economic Partnership (RCEP) and the Rice Tariffication Law (RTL).

The RCEP started taking effect in the various jurisdictions on January 1. Participants include the 10 members of the Association of Southeast Asian Nations, Australia, China, Japan, South Korea, and New Zealand.

With the proposed ratification of RCEP despite the clear absence of a survival and competitiveness program for the real sectors of the economy, it is not difficult to imagine what will happen.

As such, it is significant that the aim is to conclude an FTA that goes further than RCEP manages to do.

As the RCEP indicates, positive impacts of these RTAs will critically hinge in going beyond trade, into services, trade facilitation, elimination of NTBs, e-commerce and ability to deepen investment ties.

Birmingham told reporters in Canberra that RCEP would give Australian farmers a “common set of rules” while services industries would get “significant new access across financial, banking, aged care, healthcare, education and other types of services”.

Even without RCEP, India’s merchandise trade deficit with China stood at $53.6 billion in FY19, or nearly a third of its total deficit.

For Singapore, the RCEP will broaden preferential market access for goods, notably into China, Japan and South Korea, said Mr Chan.

Hence, the reach of 2.2 billion consumers within RCEP will focus on innovation within supply chains, the reduction of tariffs, and other important areas including e-commerce regulations.

Malaysia has signed, on 15 November, the Regional Comprehensive Economic Partnership (RCEP) joining what is currently the world’s biggest trading bloc.

Mohamed Azmin said realising that the small and medium enterprises (SMEs) played a pivotal role to the backbone of every economy, RCEP could provide a level playing field between developed and least developed countries.

Moreover, RCEP delivers virtually nothing in traditional market access terms among 15 countries that have a vast web of similar agreements among themselves.

Mr. Goyal said the RCEP in its present form was clearly an unworkable agreement.

Obviously, RCEP – the biggest trade block – should have been more potential to meet the target, given the fact that it has larger stake in India’s export.
