It said in a statement that the US cruiser “suddenly changed direction and crossed the path of Admiral Vinogradov just 50 meters (165ft) away”, forcing the crew of the Russian ship to make a quick maneuver to avoid collision.

We regard what City Duma member Alexei Vinogradov did as an act of vandalism in the territory of the Armenian Church and a manifestation of arbitrariness running contrary to the legal order.
