Older errors during the Trump-Russia investigation, including bungled wiretap applications targeting a Trump aide, continue to shadow the bureau years later.

After months of delays, the US House of Representatives voted on Friday to extend a controversial warrantless wiretap program for two years.

The report detailed 17 errors and omissions during those wiretap applications, including failing to tell the court when questions were raised about the reliability of some of the information that it had presented to receive the warrants.

The strategy on display Monday was first used by the president and his allies in March 2017, when Mr. Trump tweeted that the Obama administration had used the F.B.I. to wiretap Trump Tower during the presidential campaign.
